On a sweltering Wednesday, Chicago’s DuSable Lakeshore Drive bridge found itself in an unusual predicament. Due to extreme heat, the bridge malfunctioned and remained open for four hours, causing significant traffic disruptions in downtown Chicago. The incident has sparked discussions among experts and commuters about the impact of extreme weather on infrastructure and the regulations governing bridge operations.
The Chicago Department of Transportation (CDOT) explained that the bridge was opened to allow a passing vessel, as required by federal regulations. However, the extreme heat caused the steel to expand, preventing the bridge from closing properly. The Spirit of Chicago a popular dinner and entertainment cruise, was the vessel that requested the bridge lift. Despite the inconvenience to commuters, federal regulations mandate that bridges must be opened for waterway navigation upon proper request.
The Role of Federal Regulations
Federal regulations, outlined in Title 33 of the Code of Federal Regulations govern the operation of drawbridges on the Chicago River. These regulations specify that bridges must be opened for commercial vessels with at least 12 hours’ notice, except during weekday rush hours. Recreational vessels have a more limited schedule, with openings generally scheduled on weekends and certain weekdays, depending on the season.
However, not all bridges are required to open for vessel traffic. Several bridges, including the South Damen Avenue bridge and the North Halsted Street bridge are exempt from this requirement. The DuSable Lakeshore Drive bridge, which sees approximately 102,000 vehicles daily, is not exempt and must comply with federal regulations.
Bridge Condition and Maintenance
The incident has also raised questions about the condition of the DuSable Lakeshore Drive bridge. A recent inspection conducted in 2024 classified the bridge as structurally deficient with its superstructure rated in poor condition. However, CDOT clarified that the term “structurally deficient” does not indicate that the bridge is unsafe to use. Instead, it means that one or more components require repair or rehabilitation.
Joseph L. Schofer professor emeritus of civil and environmental engineering at Northwestern University, reviewed the inspection summary and confirmed that the bridge is not at risk of collapsing. He suggested that the poor superstructure rating largely reflects corrosion and that Wednesday’s problem likely involved the machinery that raises and lowers the bridge.
CDOT has assured the public that it closely monitors the DuSable Lakeshore Drive bridge and has performed targeted repairs on its upper and lower levels. Additional repair and maintenance work is anticipated to begin later this year.

Preemptive measures, such as keeping bridges opened or closed when temperatures rise above a certain threshold, can also help prevent malfunctions. Additionally, spraying water on bridges can help cool them down and prevent thermal expansion.
As climate change continues to bring more extreme weather events, it is crucial for transportation agencies to plan for higher average temperatures and invest in infrastructure that can withstand these conditions.
